Tap tap is just aplication that need user to make money. So yess they just scam us. The game never came out because. Android..... Lot of developers hate it. User can easily pirated their games, not just like ios with their "everything is paying" system, plus ios had extremly strong security system. So yes, money is the main thing for every dev, and they dont want everyone steal it
