"Why are they releasing it again?" seemed to be the common question on the other Tap site before the app was removed. It should be a question, but actually it was a statement that accompanied a low rating or the topic of comments on other reviews.
This is less about the game release in a country that speaks the same language and more about localizing. It is a first step in demonstrating that they intend to offer the game in more regions with a chance to start fresh.
I wouldn't be surprised, after seeing this, if Japan is supported. It might even make it as far as North America. Until then, think of this as a chance to pick your name again. A chance to not waste those diamonds on the generic card gacha you would have saved for the event or sale. A chance to pick the gunner you would have used to redeem all of those QQ rewards.
Most importantly, don't complaining when a company does more for you because you don't see the value. Complain when they are greedy or lazy.
