In general, Ahri's kit is designed around her speciality as a mage-assassin, she doesn't need high CDR because she is supposed to throw all her spells, 1 shot a carry, and get out. That's why this build only provides 20% CDR (You can get an extra 10% from runes) because raw damage is so much more important for her than cycling through her spells.

Outside of the first 3 core items, you can finish off the build with Morellonomicon for anti-healing, Void Staff if you see the enemy team building a bit of magic resist, or Liandrys if you don't see both. (I generally like to go Liandrys + Void Staff unless there is a really pesky healer on their team like Soraka/Sona)
